Kathmandu. The government has decided to resume rescue and chartered flights that were suspended last Monday. The government has said it will start regular flights. The cabinet meeting held on Thursday has decided to operate a regular international flight daily. The spokesperson of the government, Dr. Minister for Communications and Information Technology, Dr. Yuvaraj Khatiwada informed on Friday.
The government has made various rules for those returning to Nepal from abroad. Only after following all those rules will they be able to come to Nepal.
The government has said that various conditions have to be fulfilled for those who come to Nepal by land, those who come to Nepal by regular flights, workers and those who come to Nepal by rescue flights.
Countries and cities with low corona infection and easy RT-PCR testing are allowed to come to Nepal by regular flights from Malaysia, UAE, South Korea, Thailand, Japan, China, Hong Kong, Australia, Europe and USA.
But they will have to follow some rules while flying to Nepal.
Thus, those arriving on a regular flight will have to fill in the online form or show a barcode or print copy of the certificate of RT-PCR negative 72 hours before boarding the ship.
Similarly, you have to stay in hotel quarantine for at least seven days. And in this way, you have to give information about the hotel in which the quarantine will stay. And the hotel has to be booked in advance. You have to choose from the list of hotels made public by the Ministry of Culture, Tourism and Civil Aviation about which hotel to stay in the quarantine.
Provision for workers
The government has decided to continue the rescue flights operated by the Government of Nepal from Saudi Arabia, UAE, Qatar, Kuwait, Malaysia and other countries for the rescue of the workers.
Thus, those who return to Nepal also have to follow various rules. Those coming from the rescue flight have to show the certificate of RT PCR negative. A written commitment must be made to stay in the home quarantine for at least 14 days after the completion of the health examination. For this, the local level will coordinate and monitor.
People with PCR negative and not tested will not be allowed to be brought in the same rescue flight.
All persons who come to Nepal without PCR test and other tests will have to stay in quarantine for at least seven days at their own expense in a hotel listed by District Covid 19 Crisis Management Center under the coordination of the Ministry of Tourism.
The Ministry of Health will make arrangements for PCR testing after 5 days of such persons staying in quarantine. And if the result is negative, he will be allowed to stay in the home quarantine for another 7 days. The airlines will have to collect the amount according to the rate of the hotel in the list chosen by the concerned passenger at the time of ticketing. The Ministry of Culture, Tourism and Civil Aviation will arrange for the airlines to pay the expenses.
Rescue from the welfare fund
The government has decided to bring Nepali workers stranded abroad to Nepal by rescuing them from the welfare fund of the Foreign Employment Board. More than a month after the decision was made, it was not clear how to bring those rescued from the welfare fund to Nepal and what to do next. The cabinet meeting held on Thursday has also taken additional decisions in this regard.
To be rescued from the welfare fund, you need to fill out a form on the CCMC website. After completing all that process, the person coming from the rescue flight at the expense of the welfare fund will have to stay in the quarantine provided by the Ministry of Home Affairs in Kathmandu, Lalitpur and Bhaktapur districts.
The Ministry of Home Affairs will manage the operation of the integrated quarantine in coordination with the concerned local level with the support of the Nepal Army through the Covid 19 Crisis Management Center in all the three districts. Necessary budget for this will be provided from Corona Infection Prevention, Control and Treatment Fund. The government has decided to bear the cost of food and other daily necessities from the welfare fund.
For those coming by land
People coming to Nepal from the designated border through the surface route must stay in the hotel quarantine for at least 7 days. The government has already identified 10 different checkpoints for entering Nepal by land. It will not be possible to come to Nepal from other places except those checkpoints.
Private hotel quarantine around the border. And it will have to bear the cost itself. However, the Kobid-19 Crisis Management Center of the district will arrange the necessary quarantine, food and other consumables in the border area for the citizens who cannot stay in the hotel quarantine without spending any money.
